No, they are not inclusive of beer/wine. There is access to the Norfolk Southern Club. Here is the description from the Nats Website: Located between the 1st and 3rd base lines on second level; Norfolk Southern Club seats are padded with easy access to indoor club space; Club features a variety of concession options, a Nationals Clubhouse store, and two full service bars
